The university officer cadet was letting off steam at the end of a mission on board HMS Biter.
Wearing the revealing costume, made famous in comedy film Borat, he was dragged at high speed behind the vessel.
The prank off Portsmouth, Hants, was captured on video — with the seaman passing within feet of what looked like a giant basking shark.
A Navy source said: “It was the guy’s long-standing ambition to do this. Amazingly, he never fell off.”
But the ship’s company have been rollicked by top brass.
A Navy spokesman said: “We do not condone such activity and Commanding Officers will be reminded of their responsibilities.”
